hello, welcome to Newgrounds! A common thing I see new users struggle with is posting their art. If you look to the top of your screen and then to the left, you'll see an arrow pointing up with a line under it. Click that and then click artwork and that's how you submit your art!
Newgrounds has a scouting system which is essentially artist verification. A scouted(verified) artist can stumble across a new user who creates good art, and scout them. Only an already scouted user can scout someone. If a scouted user produces bad art, they can get their scouted status removed, along with the scouted status of the user who initially scouted them.
